Mohd Kamal Etiqa

Ustaz Mohd Kamal Mokhtar (Ustaz Kamal) currently serves as a Judge at the Shariah Appeal Court of Singapore (since 2007), appointed by Majlis Ugama Islam Singapura (MUIS), where he presides over Shariah-related legal matters. From 2009 to 2013, he had served as Senior Shariah Analyst at SHAPE™ Financial Corp., providing advisory services in Islamic banking, finance and capital markets. His expertise includes Islamic banking product structuring, legal and regulatory compliance, and financial product development.

He graduated from the National University of Singapore (NUS) with a B.Sc. in Life Sciences (Zoology and Botany) in 1991. He obtained his Diploma in Arabic Language from the Islamic University of Madinah (Saudi Arabia) in 1993, and proceeded in Faculty of Hadith and graduated with BA (Hons.) in Hadith and Islamic Studies in 1997. Additionally, he graduated from Shariah Advisory Training Program jointly conducted by Singapore Islamic Scholars & Religious Teachers Association (PERGAS) and International Institute of Islamic Finance (IIIF). He holds a Master of Science (Finance) from the International University of Malaysia (IIUM) (year 2015).

Ustaz Kamal also had served as Shariah consultant and adviser to local and international banks and financial institutions; formerly served as Shariah Committee member of Maybank Islamic Berhad from 2015-2024; Chairman of Financial Shariah Advisory Council (FSAC), PERGAS from 2008-2010; Shariah Committee member for Basil Fund – a private Real Estate Investment Trust based in Singapore since 2012;  Shariah Advisor for Ar-Rahnu Singapore since 2019; Chairman of the Islamic Finance Singapore (IFSG) Shariah Consortium (from 2023–present), overseeing advisory on Islamic trust and gold trading platforms and also Consultant for Islamic window launch for Bank Muscat Meethaq, Oman.

Additionally, Ustaz Kamal has been an Associate Member of the MUIS Fatwa Council since 2010, contributing to key Islamic legal rulings and also contemporary matters concerning the general Muslim public in Singapore. He is also the Vice-Chairman of the Asatizah Recognition Board (ARB), and a member of the Committee for Future Asatizah under MUIS. He has authored and contributed to various studies on Islamic finance and is also a regular contributor to the Islamic finance discourse through articles, training materials, and sermons in Singapore.
